The flagship project of the Gauteng Provincial Community Police Board (GPCPB) — a high-tech, data-driven shift to Intelligence-Led Community Policing across the province. Safer City is the official consumer-facing reporting channel feeding the JOC pipeline.
Cascading model
Tier 1 · Tier 2 · Tier 3
Provincial JOC sets the strategic data standards, working with the SAPS Provincial Commissioner and the MEC for Community Safety. District JOCs coordinate the five Gauteng regions — Johannesburg, Tshwane, Ekurhuleni, West Rand and Sedibeng. Station JOCs are the boots on the ground — capturing and verifying local community intelligence.
Technology stack
LPR · heatmapping · community intel
Provincial LPR/ANPR camera network, real-time predictive heatmapping of emerging hotspots, a centralised provincial CPF database, and verified community-intelligence capture — all designed to complement (not replace) SAPS crime intelligence systems.
Governance
POPIA · SAPS Act § 18
Operates strictly under the Protection of Personal Information Act and the mandate of Section 18 of the SAPS Act No. 68 of 1995. Every tip is triaged, corroborated, and — where actionable — shared with the relevant SAPS station or CPF structure. Confidential by default.
